yes an AMD system is best, the 11th gen cpus are actually surpassed by 10th gen in various areas, intel chips are bad on thermals, power consumption and many security issues

There's a few other areas that could do with tweaking, I'd choose a better case, the storage could do with some work, Power supply needs upgrading to a better one we normally recommend a 750W RMx for this type of build.

Looking into a new 1440 p 144 hz monitor for this system
the estimated wattage was around 300 so 650 seems overkill in itself to me
And storage seems good as most games can stay on the hard drive

We spec PSU'sto allow for upgrades over the life of the machine
The storage we'd normally spec a really fast 500GB M.2 like the 980 for the OS & programs, then a slightly slower 1TB M.2 such as as the intel 670p for the games drive, then a 1TB HDD for general storage
the 3060 Ti is a good call for 1440p @ 144Hz

I have a similar build to this mate and regularly push close to 600W on power draw

The 3060Ti's draw a fair bit of power so yeah I'd say 650W would be minimum in my opinion.

Where did the 300w estimate come from out of curiosity? I would be concerned about where that figure came from for a few reasons:

Nvidia recommend 650W for a system with a 3060Ti in it
The standard peak draw of the 3060Ti is 200w, the standard peak draw of any decent CPU is easily over 100w..... with zero headroom and nothing else powered you are already over 300w peak. Any standard calculator would be at 400w by this point so it's concerning to see 300w being quoted.
The maximum use of the PSU isn't a healthy place to be living in. You want some headroom so that the PSU glides through its life.
You want to be considering tomorrows use rather than just today. A PSU should last the entire life of the system, along with the other core components. The last thing you want to do is to have to replace the PSU so that you can pop in a new GPU.
