How much fps could I run star citizen with this rig? Plus what do you guys think of the spec? Do they make sense?

While we wait for the missing information, Star Citizen is still in development and far from optimised, but it is generally more CPU intensive, so a 14700 is not the best option in my opinion (especially with such poor cooling). I wouldn't go with anything but a 7800X3D. 64GB of RAM is also pretty useless and won't improve performance. We can be more helpful if you provide us with additional information.

thing is I’ve already ordered the PC at those specifications. I was just curious as to what the performance would be like for star citizen. I did hear from many players and the devs themselves that RAM plays a big part in performance and that you need 32GB minimum to run it somewhat smoothly. My old PC had a 7800X3D with only 16GB RAM with a 3080 and it had awful frame rate drops. It was hardly playable at times.
Also it’s not that it’s entirely CPU heavy it’s more so RAM demanding since it’s a live game and not optimised. CPU heavy games would be those that aren’t really graphics crazy. That’s my understanding atleast.

Then you are wasting your money. A 7800X3D paired with a 3080 should be fine, so following your logic about memory requirements, then a simple upgrade to 32GB would solve your problem for <£100.

Literally makes no sense you’ve got a brand new pc, why buy another just for increased RAM?

Just upgrade the RAM in your existing?

7800x3d is a far better all around gaming cpu anyway

A game is either cpu bound or gpu bound, sims including starfield are cpu bound so you need strong cpu performance not to bottleneck the GPU.

The RAM is an additional requirement, not related to cpu/gpu leaning.

That build is not well designed anyway and will perform far worse than your prior one.
I strongly suggest you to cancel the order and follow @stegor's recommendation to upgrade your RAM to 32GB, which is more than enough to play Star Citizen.

Nah that computer was sent back because the GPU had issues. I wanted a new pc overall anyways and well you can’t get one here with a 3080 anymore. Thank you for your help. I upgraded to a 14700k. They said I couldn’t upgrade to a Ryzen else I’d have to cancel and reorder. Also with the case of my choice none of the motherboards with the amount of RAM I wanted would fit with enough usb ports infront. I upgraded my cooler to the h100x though so hopefully that should help.

Shame, we can only offer the water, not lead the horse to it.

Ill be very surprised if you don’t get regular BSODs

My PC had to be returned because of a faulty GPU and poor ventilation in the build. It was the HP OMEN 30L. The overheating caused the GPU to wear and start crashing all my games.

Not sure what relevance that has, this is PCSpecialist, the sell custom PCs, they're not connected with HP.

The relevance it has is that you questioned why I didn’t keep the previous build. I brought up the specifications of my old PC to address that I had issues with the game EVEN with a good CPU.

May you please specify? Just to be clear I upgraded the CPU to 14700k and the cooler to h100x. If the issue is really bad like you’re saying I might just have to cancel my order or decrease the RAM.
The platform is motherboard, case, RAM, CPU, cooler.

We've already suggested to cancel, it's a waste of money, got limited upgradeability and will cook instantly.

I’ll attach the configuration link if you guys could have a look at the motherboards and suggest which is best I would appreciate it alot(you don’t have to). My budget is 2800. The rig is for gaming. I’ll edit it in a second.
