I need a quiet PC

I have absolutely no idea. You haven't explained anything to do with your uses or anything like that to assess your needs/wants. This was the main reason I left the bulk of the decisions similar to what you specced, as I presumed you knew what you wanted and why.

If you are happy with the performance of your current PC, and it's just the noise that's annoying you, then I would suggest headphones would cure your issue... yes.

If you want to start from scratch:

What is your budget?
What is your intended use? Is it solely for gaming on?
What monitor are you pairing the system with? Resolution & refresh rate or model number would be fine.
Clearly being as quiet as possible is high on the agenda, are there any other requirements?

We need some basic information to help you out :)

Ok My budget is 1500-1600 can go over
my intended use is for gaming and youtube
my monitor i am using at the moment is a 1920-1080 (75hz) so i would still want a 6gb 2060
Being quiet as possible and also easily upgrade-able

The 2060 is older and way more than what you need to power a 1080p 75hz screen. The 1660 Super is overkill and more suited towards 100hz but with a view of allowing some good future usage it's a fair shout at this budget level.

Everything else in the build is akin to a 4k gaming monster so it undoubtedly has you covered for the next 5-10 years with simple GPU upgrades to see you through to the level you want to have.

Ive been trying to covice my dad to get but because there is no point because the pc i have is a Ailenware Aurora R7, and its loud thats the whole reason i wanted this. If i get this i am going to give this pc to my brother and get this pc but dad said it will make no difference. (btw i am paying for it not my dad)

I don't think you're thinking things through properly. You're complaining about noise and your immediate solution is to spend up to £1500 on a new PC. Nowhere do I see you complaining about the performance of your current PC, just the noise. That doesn't make sense. It's like buying a new car just because the ashtrays are full on the current one!

You're also don't seem at all clear exactly what the noise is that you're complaining about? Perhaps make an audio recording when its at it's worst and post that up here?

You mention coil whine on the GPU, how loud is this really? It's a pity Dell won't help (though not surprising) but if that's your main problem then a new GPU will cost a lot less than the £1500 you're proposing to spend.

You mention fans, but are not specific about which fan(s) contribute to the noise (or even whether it's fans causing the noise)? I see you replaced the front fan, so I'm guessing that's now quiet? Can you tell whether your noise is coming from the cooler fan? If the noise is as bad as you seem to think then you should be able to locate its source.

It may just be that the fans need cleaning. Dust and muck builds up on the leading edge of fan blades and if a bit later becomes detached then the fan will become unbalanced and will make a noise. If the air intakes are blocked with dust and muck the fans will run harder to keep it cool. Do you have filters on the air intakes? If so, take them out and clean them.

Do the simple and cheap things first.

No I've not just thought to myself oh my pc is really loud I must buy myself a new pc because that would be ridiculous. ive tryed many methods to try and fix the noise

Then they spent a hour looking though ailenware command centre and then said the noise should be quiet, but the fans are still loud while im gaming so i am fed up of this thing.

Then when I am not playing any games I can hear the coil wine coming from somewhere so I sent a recording to dell where is was coming from and they said "it was coming from the graphics card that's present in almost all graphics cards, some are less some more audible".

I am sorry if this sounds ridiculous to you, I am sorry if i wasted your time. I was thinking i would sell this pc to my brother and getter a better and more quiet pc.

I hear different noises coming from it.
when at im not running any games i can hear the coil whine coming from my gpu and the liquild pump that i can hear but the pump is fine.
when i am playing games i cant hear the combined noise coming from the top fan, GPU fan and the PSU fan and thats loud

Im not sure what to do i cant replace the top fan because i dont know any third party fan that works on the top fan. yeah i could replace the GPU but Im not sure about how much power it uses because the PSU is only 460w do i have to replace that too?
