Is this build a good alternative to a console?

A top-end GPU from 2018 was probably capable of running a pre-2018 game at 4K, however that does not mean it will run a 2024 game at 4K, as the developers have simply pushed up the GPU processing requirements at each generation to take advantage of them.

For example...my 2 year old RTX4090 is not even capable of super-smooth 60FPS if I turn everything on in this year's behemoth that is Black Myth Wukong. Luckily I run it on a 3440x1440p ultrawide and don't use RT (as I don't like the huge performance drop).

“Performance Expectations: - The RTX 2080 Ti is one of the more powerful GPUs from its generation and can handle 4K gaming reasonably well” while I agree it’s not the best GPU to play at 4K, it does work well.
That was at the time, it's not relevant now, games constantly update and upgrade to new technologies, a GPU from 3 generations ago will not be able to maintain the same performance in newer titles.

You seem to be expecting a PC to be like a console, it's an entirely different thing, you can't avoid upgrading the GPU every few years, doesn't work like that.
