You need to make sure you're installing to a clean OS, otherwise there will likely be compatibility issues, we have no idea what's been installed, just that it's not correct.

Have you run windows update since getting it? (or done any updates to it?)

Sorry, I updated my post, it's just a normal exe file, no need to extract it.

Apologies, so the first thing it does is extract it to where you specify, then you'll find the folder where you extracted it, and run the Display Driver Uninstaller.exe

Then just follow the guide.

Double check that the nvidia control panel is installed and opens.

Is that via steam? If so, yes, a repair should sort it.

The GPU wasn't installed correctly which is likely why the game didn't install correctly in the first place as DX requires the GPU to be correctly installed to properly configure.
