The GPU wasn't installed correctly which is likely why the game didn't install correctly in the first place as DX requires the GPU to be correctly installed to properly configure.

No problem, it shouldn't have happened in the first place, bit surprised it wasn't properly configured, hopefully it's nothing worse.

it's still necessary to install the DirectX Runtimes in order to get DX10/11 working in-game.

It's always better to install from a platform like Steam as they included any required patches.

You'll need to manually install DirectX 9.0c from microsoft, it's not been patched to include it in the installer:

Download DirectX End-User Runtimes (June 2010) from Official Microsoft Download Center
