This paragraph explains why.

On the other hand, if you have a computer that came pre-installed with Windows 10 (such as Surface Laptop 2, Dell XPS 13, or Lenovo X1 Carbon), then you're using an OEM license. If this is the case, the product key isn't transferable, and you cannot use it to activate another installation. If you upgraded Windows 8.1 or Windows 7 to Windows 10 during the free upgrade period, your device still has a non-transferable OEM license.

I transferred what was a Win 8.4 upgraded during free upgrade to Win 10 to my new build, from my old laptop.

On the old PC/Laptop before transferring, go to your user accounts and sign in using your microsoft account (If you log onto your PC using a local account). When you then go to microsoft.com you can sign into your microsoft account there. You should then be able to see your current system in Devices. Win 10 will have digitally linked the Win 10 licence to your Microsoft Account (Which is what ties Outlook/Office/Hotmail etc all together).

When you have the new system, sign into your microsft account and remove the old one and sign out. Install Win 10 on the new one (you'll want to have downloaded Media Creation tool and created a Win 10 boot USB ready to do all this). Get it to do all its drivers, run win update till its done and install the graphics drivers.

Sign into your microsoft account and then go to activate windows on your pc, skip the bit about product keys, choose troubleshoot and it should then do it for you.

If for some reason that doesnt work, you can use command prompt to bring up your product key on your old system.
Copy it down, then use command prompt to remove it from your system and go back to activation on the new one, this time stick the product key in. (I ended up doing this myself)
