PC came back yesterday, bad performance today.

First I want to explain that this is predominately a volunteer forum so we won't have any insight into your past history or your order. Additionally, I don't work for PCS of have any access whatsoever to your order or PC specs.
With the above in mind, could you share your entire PC specification from your order page so that it gives us a reference point.
Why did you send the PC back to PCS? What was up with it?
Do you have 3DMark? Could you run Firestrike for me? I know firestrike really well but I'm not that knowledgeable with other benchmarks.
If you could better describe your issue, understanding that we know absolutely nothing about your current situation, it would be hugely helpful.

Nah, I meant I got my new PC from PC specialist and it got here yesterday, didn't send one back.
Um, well I tried out CoD yesterday, game was on max settings with ray tracing and FPS was around 130 - 150. I tried it out again today and the FPS has just dipped completely, getting big stutters.

That's an unusual situation to be fair. What were you using to measure the FPS..... was it at regular intervals or using the same variables?
As you have just received the system, I would highly recommend wiping the entire system using a fresh download/install of Windows. If you bought the system from PCS you should be able to simply log in to activate it once complete.
Run the windows update multiple times until there are none left (much time and many restarts may follow)
After that, I would download 3Dmark and run the firestrike test. Once it's complete, take a screenshot of the results.
Once that step is complete.... have at it with your new system. Install your software and use it as you will. If at any point you find it is under-performing, run Firestrike again and compare your results.

CPU score is absolutely spot on but the GPU result looks low to me. I would expect around 27k. 23k overall should be do-able.
I would recommend having a look at the GPU settings in the NVidia control panel. You want to make sure that G-Sync is disabled, prefer maximum performance is selected and any V-Sync or locking is switched off.
Then try re-running. Ensure the PC is in performance mode via the power settings too.

I don't really understand, the 'High-end gaming PC' has the same CPU as mine, I think my Mobo may be a little bit better but has the RTX 2080 instead of my RTX 2070 Super, would it really be that big of a difference? I thought my score would be a just a little less than the high end score.
It's the GPU that makes your system a gaming system. The better the GPU the higher the score is going to be. I wouldn't read too much into it though to be honest. You want to match the GPU to the Monitor..... not the 3DMarks results board
Sadly, I got the basic edition so I can't see any of that.
It depends on the benchmarks that you are viewing. If you look at a 1440p benchmark there should be a reasonable %age difference. That %age directly translates to 3DMark.
For the temps, if you get HWMonitor and run that, then re-run the test. That will show you the peak temperatures of both the CPU and the GPU.
Still seems low to me.
The only thing I can suggest is to wipe the drive completely clean and install a fresh copy of Windows from the M$ website. Download and install the latest drivers from Nvidia and then install all updates via Windows Update.
