PC not always booting up properly

Hi. I got my custom desktop computer from PC Specialist in July/August 2019 and everything was working fine until last week. The pc appears to boot up, the power button light is on, the internal LED lights flash on, the small fan at the back does its thing, the usb ports work (I can charge my phone), but the large Noctua fan goes around once then stops dead, the monitor screen says 'no signal' before switching to black screen in power save mode, the keyboard doesn't come on (the cap's light doesn't light up when I press it) and I assume the mouse is the same. Sometimes everything actually works, but only after a dozen failed attempts.

I might be wrong but it seems like this only started when I was prompted to update the Radeon drivers, after which I encountered the spinning wheel of death when rebooting (if it's not going to boot up, it doesn't even reach that stage anymore, just full black screen). Current driver versions below:

My monitor is LG 29WK600 29-Inch Ultrawide HDR 10 IPS Monitor (2560 x 1080, HDMI, DisplayPort, 300 cd/m2, 5ms, AMD Freesync).

Does anyone here know how I can fix this?

A starting point could be a clean install of Windows, then running all updates. Probably need to update a few drivers as well.

This is no guarantee but Windows does need a fresh install from time to time.

Try reseating the graphics card, have you tried starting up in safe mode

There's no beep when I get the black screen, no display signal etc.

It actually came on first time this morning and I got the usual one beep. It's so random, it's weird.
