silly question, but how did man city get a pen when the ball was fired at the everton player from 3 feet and it hits his arm? is the everton player supposed to chop his arm off instead

I think it's because we've been found guilty of not playing fair with our finances and so all decisions have to go against us as we're cheats. Or at least that's a variation of one of the City's fan chants was implying - a certain irony there given the ongoing investigations against City.

It's because the rules are all open to interpretation by 1) the ref, 2) the linesmen, 3) the VAR (if the 'best' decision wasn't made by the first 2).

We've seen it plenty since VAR has come in, and despite the Refs/VAR making the rules more specific, they are still easily interpreted to mean something else.

It's happened to every team, so I think it balances out over time, but we've had the handball penalty/no penalty for falling on a ball, we've had offside goal/no-goal for being 6 feet in front of a goalkeeper but not 'in play', we've had offside where the player has started in their own half, we've had goals disallowed where the there was a foul on the goalie when it was the goalie who caused the foul, etc.

If it was straightforward, we'd have to find something else to argue about.

its funny that var was bought in to assist and solve all this and all its done is made it more convoluted, one of these days a defender is going to have no arms and they will look on var and award a handball.

If only Man City didn't have unlimited funds to spend on lawyers to delay their process until the heat death of the universe.

Hopefully they won't just get a single penalty which relegates them for a single season, they should take the whole 1200 points off them in one go and see what league/non-league that puts them in.
