Good afternoon
I bought a new second hand Laptop viper 3 model from ebay. I requested many times to seller to have it transferred on my account but they cannot due laptop bought as a gift from someone else. Please I just would like to have it on my account to be able to access download center for drivers. I've still got some devices without drivers installed in Windows device center.
And who know if there will be bios update in the future I would like to be able to download them like every other laptop I've had in the past.

You'd need to speak to PCS direct about this as none of us work for PCS on the forum.

However, unless you get very lucky, my guess would be they will say no....how do they know that the laptop wasn't stolen (not by you obviously but by the person before..."bought as a gift" could mean "stolen from someone's house")? Unless there's documentation to show it from purchase to when you bought it, there's no way for PCS to know it's history. But, as I said, you may get lucky.

Just download the drivers from the manufacturers website. And for the bios, you can do the same as you won’t be covered by warranty anyway

Where do you find bios from manufacturers website? Bios are usually released from laptop builder.

Even if it was stolen I bought it and I should be able to download future updates anywhere like every other website of laptop manufacturer.

Unless the seller transfers the warranty over to you through PCS, PCS won't be able to offer any support at all, it's something put down by the manufacturers. If the seller is unable to transfer the warranty, very simply, don't buy it!

The point with a warranty is it's in place with that buyer, and transferred on if done legitimately. This is so they can track any fixes and replacements done with that build so they know which parts are covered by that warranty. If it's a second hand that hasn't had warranty transferred, they have no idea if parts are original or replaced by some unreputable 3rd party who have caused damage in the process.

The Vyper is a TongFang chassis and they don't have a public facing repository like clevo and others do, so unfortunately you won't have any access to drivers at all.

By the way, none of us work for PCS, so if you need to raise this further you would need to speak with them directly.

Pretty sure Apple, as an example, wouldn't provide support for stolen laptops anyway even if the OP seems to think they would
i am pretty sure the stolen apple phones will update to the latest software version of the os and of apple app anyway.......

A stolen Apple phone wipes and then is bricked. Weather it’s stolen or not has no impact on not having valid warranty. I’m afraid there’s nothing that can be done unless you get the warranty transferred.
