Simulators along these lines are basically what tycoon games were in the mid/late 00s - they're everywhere, many of them are a bit pants, but some are really good!

Possibly PC Buidling Simulator. I've put more than 50 hours into that. Although I've put a similar amount of hours into Car Mechanic Simulator 2018.
