Ok, so timeline of events is important
Would it be fair/correct to say
You've received it, unpacked it from the box and removed the packaging. You looks around to make sure you'd not left any packing inside and visually looked over the parts to make sure everything appeared to be seated properly.
Youve then powered it up and started to use it.
Its shaken itself free from its seating on the support bracket and the brackets then clipped the fans, breaking two fan blades
When youve heard it do this, youve immediately gone in to see whats happened, seen the bracket wasnt right and had to adjust and tighten the bracket fixings, in moving the screw youve seen it didnt have the absoption pad fitted on the bracket either, so it appears to have been incorrectly installed?

You didnt adjust any fixings beforehand/alter how it had been set up

This is the full warranty terms, read through them all -very- carefully

From what you said, PCS are saying its your responsibility to replace the broken fans, they are basically claiming its user error, and thats what you are going to have to explain to them why it isnt, whether they accept that or not I do not know

But if you can successfully explain that it was missing a part thats designed to stop it vibrating (the absorbtion pad) and that it hadnt been fitted correctly so through normal use, or through delivery (you dont know) its meant its come free where it wasnt on properly to begin with, they might listen

I tried searching for replacement fans and couldnt find any specifically for the Zotac 3090Ti model, lots of others, but not that one... so I dont know if they make them or not, and I think you may be right, taking the GPU casing off to change a fan on it is likely to invalidate the manufacturer warranty

IF you can argue your case (try to be as polite as possible, but you need to be firm as well) that its an error in its assembly, it essentially has shipped with the fault/youve received it with the fault and so you arent liable.... you might be able to get a replacement GPU I dont know

The other option is to push to return the entire machine and demand your money back, on the basis that its damage incurred through assembly errors and you arent happy to accept the product.... I do not know how they will respond though

But read that full set of terms twice over, I couldnt see anything that says you should physically inspect and check fixings, and to be fair, brand new machine you should be able to assume that its been correctly assembled.

PCS may not agree

me too tried looking online, The only option is i took out additional insurance for transporting it to jersey, will have to read the policy see if i can put in a claim. If i get no joy from the support.

Gotta be honest though, most on the forums would likely advise to physically check things like RAM and GPU fixings/seatings as wobbling free in transport isnt uncommon.

Youd be surprised how many come to the forums and say its not recognising something and its just a case of popping out a RAM stick and reseating it, or the GPU has come loose from the PCI slot.

But these things happen, if no one tells you this stuff, most dont think of it, its a brand new product so they trust its all good to go.

You'll likely need to send the old one back, i'd include the broken bits of fan as well.

Just make sure when you put it in its properly in, and dig through your welcome pack to see if you can find that missing absorption pad, as you found out the hard way, it makes a difference!

When you get the replacement, come back to the forums, people here will happily help you check youve set it all up properly and done updates etc to make sure you're all properly configured.

You also might want to consider removing the overclock, AMD boost their own clock speeds and different cores will have different peak speeds.... when you over clock them you actually reduce their performance as it will only clock as high as the slowest core can go.
Theres settings in BIOS that would need to be altered but again, all stuff the people here are very familiar with.

Intel and AMD chips are very different so overclocking Intel boosts, with AMD it handicaps it.

just spoke to support .arrangement has been made to send a new GPU
As Aza said they will want the old one back, so make sure its ready to hand over when the courier with your new one turns up, it may be different as you're in Jersey but normally in the mainland UK at least the courier hands you the new one and you hand the old one to take back at the same time
