    The black foam things are stuck in pretty tight, and I don't want to go breaking anything. I tried loosening the screws around the fan but those foam things keep it pretty hard in place.

    Okay, brilliant! Any recommendations for thermal paste? Also I've noticed today when looking at my fans they're sort of stuck in place with black foamy plastic. How would I go about removing them to give them a thorough clean?

    So I went into regedit, home system, intelppm and changed the value from 3 to 4.

    And a caveat I did change the processor to run at faster speeds idly because when it was on the default setting it would often drop to 0.18Ghz at random intervals for a few moments it was just painfully slow.
