Depending on the age of the machine PCS could probably help with an RMA if you're not confident in rooting about inside yourself. Do you have the specs from your order page (on main PCS site)?

The original owner can transfer ownership of the laptop and any remaining warranty via PCS to you and you should absolutely request that they do this. It'll mean PCS will be able to help you now and in the future.

Have you checked to see if your cooler is plugged into the mobo correctly both mechanically onto the cooling plate and also electronically for the fan control?
Might need to be removed, cleaned and replaced if there's been some degradation of thermal paste for example.
