I guess a query from me would be whether portability is something you're bothered about - in theory any way the 16" should be more portable than the 17.3 but that's fairly marginal.
The 17.3 vs 16 in terms of GPU vs RAM - if you're a gamer, I'd always say the GPU will have a larger performance...

I'd guess (and its definitely just a guess because I'd reckon only PCS will be able to answer this) it'll be related to transaction fee's etc.
But who knows maybe it will be one day?
I'm looking forward to it but also have significant trepidation that they may retcon the original franchise into oblivion... Hopefully I'm totally wrong.

I'd consider what GPU you'd be looking to upgrade too before purchasing as you're building the PC to support that GPU not the 1050Ti. Your best bet (in my opinion, I'm sure there's lots of things folk will want to discuss) would be to tweak your build to have the GPU you are looking to upgrade...
I'm not certain whether there are any videos showing you how to reduce fan noise on that specific PC - it depends no where the fans are plugged in. You could do a search for 'adjust fan curves b650-plus motherboard' which gleans some videos demonstrating how to do it.
Few thoughts though before...
You may have a returns label from the courier who is going to collect the PC - or are you shipping it back yourself (ie you're taking to a post office or a courier to have them ship it for you) essentially thats what its asking.
If PCS are arranging the return, you either should have a mail...

Reduce settings on affected games - check if situation improves.
Remove any unnecessary USB devices [perhaps weird I know, but I had a situation recently...

There could always be a gap between testing and shipping so in my opinion (for what its worth) I think you're jumping the gun a little swapping shifts based on an in testing date (although entirely appreciate you may have circumstances which necessitate more notice being required to swap shifts...

There are probably YouTube video's giving specific tips for your motherboard and CPU. Just go in knowing it could be a pain to replicate (it could also go quite smoothly)... Not something I've dabbled in too much as of late unfortunately.
I'd expect the bios profile you downloaded is specific for the version of the bios which shipped with your machine. PCS might still offer support with building the OC back in if that was something you wanted to do.
