I presume you don't like the spec that @Scott posted hence reverting (mostly) back to your original spec?. What are the problems you see with it? Perhaps they can be discussed see what your drivers are?
It could be that there's a small defect in with the specific fan that's making the noise that gets amplified at that specific RPM.
If its causing you irritation you could always let PCS know, I'm not sure if they'll offer to replace the fan or not for a noise in fairness but could be worth a...
