Sorry OP I am derailing this thread. MSHybrid and Optimus are exactly the same thing, the MUX is the switch which is used to switch between MSHybrid/Optimus and the dGPU.
Laptops have had a MUX switch in them ever since switchable graphics where introduced we just never used to speak about it...
Like I said my old Vortex IX did have a MUX switch and it was a Clevo PB51RF. Back then we didn't refer to the MUX, it was just switchable modes, between Discrete, and Optimus mode which is what the PB51RF had. This was achieved through the MUX.

Yeh @SpyderTracks is right. The power levels look fine. there is a power limit throttle in one screen shot but i dont think thats your problem. Like Spyder said both your GPU and CPU are getting too hot.
So I can only speak for my Valeon and my old Vyper. They could overclock and underclock but by default they were not enabled. The way the max clocks were achieved was through hard setting the PL values at the BIOS level.

I go back to my previous post. What you are asking for in this day and age is not standard even in the professional IT space. You really need a bespoke enterprise solution with a considered support wrap. I would contact PCS as a business customer and see what they can do for you.
Yeh the temps are all good, I don't think its thermal throttling, I think its power limit throttling. It is supposedly at 100% utilisation but its only hitting 300Mhz. I appreciate the CPU is on the hot side but its core clock looks fine. I believe the CC is setting the PL for the GPU far lower...
As @SpyderTracks has said your system is throttling. However looking at your screenshots its not your CPU its your GPU.
Potentially it is heat related (and your laptop should have had a repaste on the CPU and GPU within the last 6 months) but considering the problems a lot of people have had...
