If I was building something semi-portable as described, I wouldn't be going anywhere near a water cooling unit for the CPU.

ACC is a lot harder on the graphics and memory. Even big graphics cards can see some frame rate drops as Kunos are still working on optimizing the graphics further.
Easiest way to describe things: I can run AC on my laptop running a GeForce MX150 GPU.
ACC on the laptop: eeeeeeeeek.
1. WHat have you got at the minute?
2. Are you wanting just Assetto Corsa or are you looking to run Assetto Corsa Competizione? The latter needs a bit more computer grunt.

Go with two SSDs. My main desktop PC (4th gen i7) runs SSDs for audio recording and I run a PC Specialist Cosmos i5-8300H with a Samsung m2 alongside an Acer Swift 3 with a Samsung m2 I installed. The difference in loading time of large projects on each computer is negligible.
