Could be alot of air trapped in the pump When screwing down the cooler onto the cpu its best to turn the screws a few turns each its bad to just screw one side down then the other for a better seal its best to screw the screw 2 turns then move to another screw then back again till fully...

Ahh sorry was thinking of a amd cpu and nvidia gpu combo seeing how you are are set on a intel build and because intel are at the moment subpar to amd on almost every level maybe someone else can help you with more knowledge of the intel cpu and supported motherboards goodluck :) !!!

I own a 5800x I undervolted it slightly ( was no hit to performance ) now it idles at 30c not seen it go above 81c I have the h115i cappellex cooler In gaming it settles at around 60-70

If your not going to be going for a 1440p 144hz monitor or higher in the next year you could drop the graphics card down to a 3060/3060ti as your current monitor will bottleneck the 3070ti
