If you don't have a particular reason for Intel, I'd be going with AMD as they're much better these days.
Regarding prices - nothing can be done at the moment - it's a global issue. We should be happy that we still have supply.

I would drop arctic thermal paste. Elite Capellix comes with already good quality applied paste. Getting an arctic means literally wasting a good Corsair paste and reapplying the arctic one with a slight risk it to be applied improperly.

Extra thermal paste is not necessary. Preapplied paste with H115i is very good.
Best if you ask about a case leting up know of your full specs first. Sometimes same case can be overkill while the other time it could be a spot on.

Amd is currently the way to go. Stay away from Intel. If you get a 1440p monitor (and you basically need it now as there's no point buying a properly good PC and pair it with a 1080p 60Hz monitor), then 3070/6700 isn't overkill.
If you're capped at 1700 budget, you'll need to cut the corners...

I'd avoid Intel, so this would be something I'd be happy to buy myself (except the case which I probably change, but that's more of a personal choice).

Welcome ;) Are you sure x570-F is needed for 5600X? I'd pair it with B550 or X570 if you want to spend more. Why not taking a 5800X having this budget? Then X570-F and H115i would make sense.
Just maybe PSU could be 850W or even 1000W having in mind of you hungry GPU and possible future...
