    5800X creates a lot of heat. Main reason is that X570 motherboard can support that better than B550. There are few other advantages too.

    Welcome! For streaming I recommend 5800X over 5600X. But this would require a better cooler and a better motherboard. PSU 650W seems too low, better at least 850W. Don't know why you picked 3060 Ti - it's overkill for a 1080p monitor. Pick 2060 or 3060.

    I would drop arctic thermal paste. Elite Capellix comes with already good quality applied paste. Getting an arctic means literally wasting a good Corsair paste and reapplying the arctic one with a slight risk it to be applied improperly.

Up to 7 working days is normal and don't even need to escalate. Sometimes escalation slow down the item's movements and delivery gets delayed further...

    What monitor and how many of then would you be pairing this PC with? And when would you be upgrading a monitor? Extra thermal paste is not necessary. Preapplied paste with H115i is very good.

    Amd is currently the way to go. Stay away from Intel. If you get a 1440p monitor (and you basically need it now as there's no point buying a properly good PC and pair it with a 1080p 60Hz monitor), then 3070/6700 isn't overkill. If you're capped at 1700 budget, you'll need to cut the corners...
