VRAM does more along the lines of storing instructions on how to render frames, rather than actually holding frames on it.
The chip in the graphics card does the work, frames only really pass through, rather than sitting on the VRAM.
It doesnt perform the same kind of function that RAM does.
It is very, very, very unlikely you will max out the VRAM, even the heaviest games rarely go over 8GB.
Even the link you gave (which is the previous generation cards) its only on 4K ultra high settings that it reaches 9GB on a 2080...the 30 series are a BIG improvement on the previous generation, that figure will have dropped.
