Sudden slow down of PC (Nvidia card not being utilized?)

Firstly, the windows configuration needs to be done a little differently.
You let Windows update install all drivers it can, then install any missing using pcs downloads, then install gpu drivers from Nvidia them lastly control center.
That setting shouldnt be adjusted either as it may point go where the issue lies.
I would suggest a clean install again
Understandable 😅It dipping to 0.18 is a symptom of the issue you are facing. Attempting to circumvent it with a Registry hack is not a good plan. You want to figure out the route cause of the issue, throwing curve balls won't help unfortunately
Hello, so clean install of windows let windows update run and restart when it needed to, installed the pcs drivers from the download site in the order they say, downloaded the Nvidia driver from the website with geforce experience and then finally control centre. No adjusting settings just driver installs from the pcs download site.
I've installed chrome, Hw monitor, steam, 3D mark and fire strike. Here is the link to the fire strike:https://www.3dmark.com/3dm/70423425?
It did run better... But Its still far off where it should be, its still suffering on the physics stuff. Also it looks like we are back at thermal throttling again from what I can see on HW monitor.
And I've attached my device manager screen shot (split into two since its too big.) and the hw monitor screen shot after running fire strike.

Reinstalled drivers using DDU and did a command centre scannow sfc by advice from a PCS employer, been back and forth with emails and I got this for fire strike which is a lot better. Though I am worried about the temps on HW monitor.

That's the system now running as it should.
The only issue you have now is temps. My guess is that the laptop needs a good clean out. You'll need to get yourself some decent paste on hand, take off the back panel and then strip out the heatsink to give the fans a proper clean. You will need to clean off ALL of the old paste, making sure to get every bit, and give it a wipe with alcohol wipes (I just use cheap vodka) before allowing to dry and then re-paste and put it all back together.

Excellent everything is as it should be. As suspected your problem is thermals.

The black foam things are stuck in pretty tight, and I don't want to go breaking anything. I tried loosening the screws around the fan but those foam things keep it pretty hard in place.

Right those foamy bits will lift out with the whole of the cooler. They are part of the cooler so don't try to remove them.
You need to disconnect the four connectors pointed to by green arrows. the two small ones at the top are for the fans the larger one at the bottom is for the battery. Disconnect the battery first.
The green arrows point to the screws which hold the cooling system in place.
When you reassemble remember to tighten the cooler screws up in numerical order and reconnect the battery last.

No worries mate.
Personally I don't think 1g would be enough. Off the top of my head you probably want a 1g blob for the GPU and same again for the CPU. But it really is subjective.

That's a common issue. With laptop screws it's SO important to make sure you use the correct screwdriver size.
If it is just turning in the screw, you may be able to salvage it by using the exact right size screwdriver. Otherwise, it'll need an easy out or grinder.
This part of it is not fun, it's a learning curve though as I've been there too.
