AMDs stock coolers are quite good paired with there lower powered chips, unless overclocking (which is generally considered pointless on AMD).
I have just read an article on OC the 3300x though and they suggest a cooler that i have on my 8700k which is worrying. lol

How much did this come too, whats your max budget and what are your uses? (gaming only etc)
What monitor do you have/plan to buy (resolution and refresh rate)
look at m.2 storage for primary, those sata ssds are not great.
The stock AMD cooler is good enough for the 3600. Possibly a better m.2 drive (evo is quite a bit faster)
Others will probably advise on using a nvidia card (2070s) as AMD cards have driver stability issues (i'm not 100% on the 5700xt though)
Is this purely for gaming? For your budget you can get a nice AMD based 1440 144hz setup.
You can drop the anti-virus and the optane. Do you need the blue-ray drive because you can get better cases and use and external drive.
I agree with Barlow, Get 16gb of the fastest RAM 3200 or 3600. This will make a bigger difference then 32gb.
I'd also probably go for the 2070s and aim for 1440 144hz or even 1440 ultrawide.
I think you need a 2080ti for even 60hz 4k.

I believe they are referring to the x299 chipset. Although it claims to be extreme gaming (I think its more for workstations) the AMD equivalents are better and 100's of pounds cheaper for the same or improved performance.
To be honest this seems a little all over the place. Intel are not great currently and that motherboard probably over priced. Really only need 16gb of RAM and probably higher speed. Can also do better on the monitor I imagine.

Pick some faster RAM - the newer AMD chips like faster RAM
Drop the SATA SSD and look at the m.2 SSD's like the ADATA sx6000.
AMD GPUs seem to be having ongoing driver issues - might be worth considering an Nvidia GPU...

Though I haven't read much about it lately there seems to be a few issues regarding certain aspects of the service.
Paying a subscription and then purchasing a full price game and google having the power to pull access whenever they want. At launch only chromecast ultra will work wirelessly...
The first basic steps to try would be to check everything is properly seated inside, especially gpu. (Did you use the same cables in each test, do you have others to try). Then making sure windows is up to date and the gpu drivers.
