Why did you go for such slow RAM? Did you stick with the single stick as well?
Also I would highly recommend switching your SSD configuration up so that you have two. One dedicated for the OS and one for your files and programs. This helps keep your laptop running at optimal performance...
Usually the Valeon does have the 3080 option but it appears to be out of stock. The 5900HX RTX3080 combo is insanely powerful. If you look at the leader-boards the Valeons are beating the Recoils with I7 3080 combo in benchmarks...
With laptops the general rule of thumb is to buy the most powerful GPU you can afford. Out of the whole build this will be the first thing that goes out of date. So if you can afford one of the 16GB RTX 3080's that's what you want to aim for.

There isn't alot any of us can do. As you have previously been advised by PCS and us your windows install was most likely not done properly and is most likely not correctly configured. It needs to be redone correctly.

There is clearly something wrong there It shouldn't sound like that.
Are you 100% that sound is coming from the GPU?
Have you opened the PC and observed it happening?
To me it very much sounds like a wire rubbing against one of the fan blades.
