Well there are not many other noises a GPU can make unless there is an open short. If there was an open short I would highly doubt the card would work.
Can you try to get a recording of the sound and post it here?
What he says to me screams "Right lads we have beaten AMD again, down tools its time to stop innovating".
I think you are both right. Forget the last couple of bizarre announcements from AMD. Their next big announcement is going to smack Intel out of the park again.
I am just going to leave this here: https://www.pcgamer.com/uk/intel-ceo-says-amd-is-in-the-rearview-mirror-and-never-again-will-they-be-in-the-windshield/#comment-jump
What an arrogant lizard.
Without being able to go through the steps with that person I cant really comment on whether or not they did it correctly. Very often when people on here tell us they followed step by step, when we start fault finding with them we find that they have actually missed steps or not followed steps...
Yeh your drive setup looks good but without knowing how you installed and configured Windows we cant really comment on whether or not the system is setup right.

This is probably your problem then. You should have audio software installed which manages your sound profiles.
I have had one with the last three PCS laptops I had. Each laptop sounded horrific until this software was opened, and configured for the first time.
Check your downloads section in...

Out of interest have you opened your Creative Sounblaster App yet? If not that could be why your sound is so bad the app wont have configured you EQ's yet.
I know you said your max budget was £1500 but if you could find an extra £65 I think this would be a much better option in terms of performance for your money.
That is a full fat AMD desktop CPU with a 3070 instead of the 3060.
I have also changed your ssd config so that you have a drive...
What is your budget?
What will your main uses for the PC be?
What monitor are you going to pair the computer with, either model name or resolution and refresh rate?
