I seem to remember that @NoddyPirate specced a built with a modest graphics card and was going to play FS. Perhaps he might fly in to comment and make some recommendations for a budget FS build.
The Intel CPU isn’t the only problem with the build. If you insist on going that way you would still need changes. A 60Hz 720p monitor won’t play anything at high settings, no matter what graphics card you specify.
I would say that you should make changes. We need to know your uses for the PC, your budget and the monitor you will be using. The thread linked by @Martinr36 should guide you. I would be expecting most areas to change to get you good value.
Is this a PC you already have, or one you would like to have? Changing the cooler isn’t the highest priority here. The case, RAM, storage, PSU and WIFi card could all do with some alterations.

To go to a Ryzen 7 you would also need to change the motherboard and cooling. Latest consoles are 8 core, so this could be a good move. The cost will obviously go up. This is based on the build by @Steveyg witha 5800x.
