So was that your actual budget or could you have spent more? There would have been a few tweaks to the spec you have chosen if you had asked earlier. One example being the memory - I would have suggested 2 x 16 rather than 1 x 32 (unless of course you were looking to add a further 32 later on...

If I remember my old Defiance had more than one USB port but only one of those is used to boot. Try the Usb stick in different USB slot. I might be wrong but worth a try.
