Yeah if you've tried various things your best bet will unfortunately be a full clean install of Windows (it is a known issues in Widows currently)
Mostly you can ignore the warnings and errors in the event log - most are just part and parcel of windows - in fact thats how some scammers try to...
Whilst that may have fixed that issue for the time being if you have one permissions issue like that then you may find more later - cos that just shouldn't happen

Unfortunately I've seen this a number of times in these forums and in Discord, but if the other suggestions don't work then a Windows reinstall is unfortunately your best plan in many cases as it means something has probably gone slightly wonky in the initial installation of Windows :(
Just as a quick note, my previous card - a 1070 - was a Zotac OEM version, I retired it from my machine when it was 5 years old because I wanted more umph rather than any problems, and its now in a friends machine and still works fine (well as well as a 1070 can), so the OEM cards can last...
Probably just means because its not properly plugged in (ie. not all the cables are connected) it just doesn't think its there so its the same as just not having it plugged in
When I last re-installed mine (about a month or two ago) it couldn't find the network til it finished the installation (yes ethernet connected), you can complete the installation without it thinking there is a connection when it asks for a network
Unfortunately, the Windows OOBE can sometimes just break stuff (and its not testable since its a run once thing), least one thing though - since its new you're not losing anything from it with a clean install :)
