I think that CL20 is the best you can get right now for 3200Mhz at 1.2V.
Also make sure you're paying attention to the number of ranks and banks in the RAM, as it also has impact on performance. In general, best is dual rank and 8 banks, then single rank and 8 banks, then dual rank 16 banks...

I'm not an Intel expert, but always thought that any unstable overclock that was done on the bios could be recovered by doing a bios reset (removing the CMOS battery for a few seconds and putting it back). That should work either for desktops or laptops, if I'm not wrong :unsure:

The destian chassis is basically the same (or very similar) to my 2019 Nova, so I know how noisy 40%+ is indeed. I use it at around 23% for everyday low loads and at that level is very quiet, but anything above 30% is quite audible and 40%+ is loud. I don't remember what is the fans % that I use...

The control center is usually quite different between tongfang and clevo's chassis (as @Martinr36 said), so even though I think both laptops should have a mux switch, they might be in different places (or even only in the BIOS instead of CC).
Now I'm puzzled... in my case, both CPU-Z and HWinfo report the same frequencies (real ones):
But it's weird that Hwinfo is reporting one frequency, while CPU-Z and 3DMark another. Doesn't make any sense.
