Its probably the AIO pump, you need to play with the settings in iCUE, i have mine set to quiet, it runs a tiny bit hotter but keeps the pump noise down.
Also check that the pump speed is set against coolant temperature, not CPU temperature, this will cause it to ramp up and down frequently
