A. No, it wont affect you place in the build queue, there are circumstances where changes require you to cancel and re-order, but changing the PSU and/or cooler would not require that so you'd still be where you were in the queue
B. I'd definitely want higher than the 650W for the 3070Ti...
The kernel power 41 error just tells you it didn't shut down properly before it was restarted (ie. it crashed), in other words that error is just the after effects of the issue, it doesn't actually tell you anything specific
You would need to see what happened before that, if anything shows

If its just one beep then as Salmon Fisher said, that'll be the POST beep and is expected and is basically your PC saying 'ok, I am good to go'
More than one beep is an error code, but just one is perfectly fine
You also have to remember that too much information can actually add to confusion - and if all bits of information were on the configurator or warning text then there would just be a humungous wall of text.

If you can get to these forums you can also get to your PCS account (https://www.pcspecialist.co.uk/) :), though it may be trickier if you bought it from somewhere like Very, Currys etc and never registered it with PCS
Spyder meant the specs from your account when you log into the PCS website so we can see exactly what is in it :)
But as very basic questions did you spray the compressed air into the ports on the GPU where you would plug in the DP cable ?
And have you tried the other ports on said graphics...

I can only suspect you mistyped something for the card (cvv, expiry date, registered address etc) - the registered address for the card is the same as the delivery address you're setting for the PC correct?
